Halfrek, as well as [Anyanka], was a Vengeance Demon — although she considered herself more well-rounded then her friend, preferring to be called Justice Demon; according to Anya, this is because Hallie had "daddy issues".
The Vengeance Demons' power source is harnessed in a special pendant which allows them to grant the scorned women's vengeance wishes as well as gives immortality — unless the boss [D'Hoffryn] decides to terminate them, of course.

Well, the actress (Kali Rocha) who played Halfrek/Hallie was the same who played Cecily Addams, William's love interest in this episode... We don't know whether they were the same person or not, but we do know that Hallie knew [William/Spike]...
The poet William the Bloody meets Cecily in a party (London, 1880), and says he loves her; however, Cecily turns him down and, by breaking William's heart, makes him stagger down the street in tears, ripping up his poems as he goes, and bump into vampire Drusilla, who sires him, changing William's life forever.

We were introduced to Hallie in this episode, when she arrives at Xander's house and almost kills him as part of her job. The mess has started when Anya invited her long-time friend Hallie to her wedding and Halfrek misunderstood the invitation and thought Anya wanted vengeance on Xander.

Dawn, unaware, makes a wish to Halfrek, who pretends to be the guidance counselor at the girl's school — she wishes the people she loves stop walking away.
Hallie grants the wish in the day Buffy is throwing a party to commemorate her 21st Birthday. As a result, all attendees (Willow, Tara, Clem, Sophie, Anya, Xander, Spike and Richard, besides Buffy) can't leave the house as hard as they try to do so. The party goes on until the next day, when Anya figures out what is happening and summons Hallie in order for her to lift the spell. While Anya is asking why Hallie cursed her and her friends, Spike enters the room and we learn that Hallie knows the vampire — surprised, she exclaims "William!", making him totally uncomfortable with the situation. She notices it and quickly denies to know him.

Hallie explica que o sofrimento de Dawn podia ser ouvido em qualquer canto de Sunnydale e que ela não pode simplesmente se omitir, fingir que não ouvia. No meio da conversa, Spike entra na sala e Hallie, olhando surpresa para ele, exclama: "William!" para espanto de Buffy e dos Scoobies. Spike, curiosamente, se apressa em dizer que não a conhece e Hallie então muda de assunto.
No final, Hallie retira a maldição, vai embora, e todos deixam a casa.
Hallie attends Xander and Anya's wedding; Xander walks away, abandoning Anya at the altar. D'Hoffryn, Hallie and Anya's boss, is concerned with Anya and Hallie gets a little bit jealous.

Anya, abandoned at the altar by Xander and back to her demon self Anyanka, wants revenge on Xander, but, although trying hard, she didn't succeed to curse him. It is Hallie who has to endure Anya's babbling; she tries to cheer up her friend by saying that she can try getting someone to make the wish for her.
Anya follows Hallie's advice, but fails again when she can't find anyone who would like to wish something really bad to Xander. When the two of them are at the Magic Box talking it over, Spike, who dislikes Xander a great deal, arrives.
Hallie waves and exits, leaving Anya and Spike alone.
(Obs.: Spike does see Hallie in her non-demon face and doesn't recognize her as Cecily; or maybe, he doesn't show the audience he knows Hallie is Cecily...)

Hallie and Anya are on a table at the Espresso Pump, sipping coffee and watching a guy and a girl sing a love song. Hallie thinks Anya is going soft; she tells her that "it’s the talk of the Order. They’re calling you Miss Softserve. Tell me you don’t know this..." Hallie admits that she has always been a little competitive with Anya — she cites a "thing" that happened in the Crimean War.
Hallie also alerts Anya that "something is rising — something older than the Old Ones — and everybody's tail is twitching. This is a bad time to be a good guy..."

Anya has just granted a wish that resulted of the death of 12 young men and she regrets it; Hallie tries to cheer her friend up.
Willow arrives and wants to talk to Anya about the slaughtering; she wants Hallie to leave; so, she leaves.
Flashback:
St. Petersburg, Russia, 1905Hallie and Anya sit at a dinner table; around them, we see several bodies of men. Anya tells Hallie how important her work as a vengeance demon is and Hallie replies that "it's always work with you." Anya says that vengeance is what she does and she doesn't need anything else. Vengeance is what she is.
Later, Anya, regretting her deeds as a Vengeance Demon, asks her boss D'Hoffryn to undo the wish and he tells her that it will cost the life and the soul of a vengeance demon. Anya accepts the deal, ready to sacrifice herself; however, it isn't her who is terminated. In horror, she sees her friend Hallie appear, smile at her, say her name and... burst on flames.
Good bye, Hallie.

Biography
Kali Rocha. Does she sound familiar? To some she's their favorite actress, but to others it doesn't ring any bells. Well, Kali Rocha is destined to become one of Hollywood's well known faces, more so than she already is. With a small memorable appearance in one of 2000's best selling films "Meet the Parents" and a recurring role in hit series "Buffy" Kali will become a household name sooner than you and she may expect.
Born in Maryland, 1972, (later moving to New York) Kali first appeared on our screens in 1996 in "writer" "movie." Although the actress has had her fair few of eye catching roles, she is probably best known for her stage plays and regular appearances on Broadway. She first took the stage in 1998 alongside Mel Gibson. In the same year she appeared in the much talked about Romeo and Juliet, in which she took the lead role of Juliet, in only her second time on stage.
On-screen Kali was next seen in Jennifer Aniston's rom-com "The Object of My Affection" as support teacher Melissa Marx. It was Kali biggest co-starring role so far, and again a comedic role. Her next role was in the critically slammed "Autumn in New York." Kali had a small role as Shannon, friend to the terminally ill Winona Ryder, who falls in love with Richard Gere. Kali proved that not only can she deliver comedic performances, but she can also deliver dramatic performances. This would also come in handy for many stage performances and her 2002 release Gods and Generals, the prequel to The Killer Angels, the novel upon which the film Gettysburg was based.
Besides Gods and Generals, Kali's most recent work was a recurring role on TV Series "Buffy the Vampire Slayer" which gained her largest fan base to date, and her return to the stage for "Noises Off" on Broadway. Other theater credits for Kali on Broadway include "An Inspector Calls" and "In the Summer House." Off-Broadway credits include; "Hotel Universe", "Goodnight Children Everywhere", "A Flea In Her Ear", "The Devils", and more recently Nicky Silver's newest play, "The Altruists" at the Vineyard Theatre and "The Constant Wife" directed by Joanne Woodward at the Westport Playhouse.
